depending on what you're looking for, I've seen TiddlyWiki mentioned several times recently.

It doesn't require a database, and technically, doesn't even require a web server. The .html files will load right off your file system if using them locally.

The editor isn't GUI, though. You need to use the Wiki syntax to create links, etc..
