This probably won't be much help, especially if you're trying to
manage a large number of printers/toner types...

I purchase one replacement for each printer at the beginning of the
year. When I use a toner, I order another to replace it. I have an
excel file that lists every printer. I add the date of toner purchase
each time I buy a replacement. At the end of the year, I can see how
many toners were used by each printer and when they were needed. This
gives me a rough idea of what I will need for the next year.

This way, I always have a toner when it's needed, and I never buy more
than we really need. The budget proposal is sometimes off a bit (plus
or minus), but not terribly so. It's a bit old-school, but it works
for me.
