If they want to buy the program that is fine with us.  We just require a copy 
of the license agreement or receipt to verify it is a legal copy of the 
software.

I figure if they want to buy something on their own that's fine, but I won't 
support it. And if something goes wrong with their system, that stuff they 
bought is the least of my priorities. 

If the district/office purchases it, you become obligated to support it.

Also, what's this "productivity" software do? There are TONS of free 
productivity apps out there, ranging from simple to-dos to Getting Things Done 
clones to workflow and project management.
