Changing the wallpaper is one thing Microsoft just can't seem to get a handle on. I have disable wallpaper set in Group Policy which removes the option to set wallpaper in IE but not in MS image viewer. It's very inconsistent I feel. I've decided I don't care enough about that battle especially since it's a profile based wallpaper anyway.
