I would say in this particular context, you should carefully evaluate the opportunity costs of not buying something with wheels (or something that isn't modular and cannot ex-post-facto have wheels attached). Whereas it might cost $20k for something without wheels (refurb, or low-end laptops), you could only be saving $400 on not getting something with wheels. And next year, when some brilliant person says: "Hey... you know such-and-so laptops that were bought last year? Let's move them around to the 10 nearby classrooms for this year!" You'll be much better positioned to deal with the future, for a small additional expense today.

If it will never leave the room, you don't need a cart on wheels per say, but you will need some type of furniture to hold/lock up/charge the laptops in. Many of the classroom furniture vendors have cabinets, stand alone or wall mount, for that purpose now.
