I have not seen this lately, but we used to have yahoo.com blocked when the ad filters were set too aggressively. We also used to get yahoo mail blocked a lot due to the way they were constructing the URL - as I recall we ended up whitelisting it.

It appears to be user specific....I can login at the machine and access yahoo, yahoo mail ect. The two users who are affected are in different buildings.
