I would look into an internet filter for this type of thing.  A keylogger
could infringe on that person's privacy.  Sounds like a tough line to walk.

This is a laptop that gets taken from place to place and on various
networks. Where could I find a keylogger? Preferably from a site that

Well if they're silly enough to use http instead of https, put wireshark on
a SPAN port of the Internet traffic and filter for that one host.  Otherwise
a keylogger on the host could be effective.
