There are two statements in this that everyone should read:

In paragraph 58
"We amend sections 54.504 and 54.508 of our rules to eliminate the 
E-rate technology plan requirements for all priority one applications."

and in paragraph 61
"We find it reasonable to eliminate the technology plan requirement for 
all priority one service requests, even when the applicant is not 
subject to a state or local technology plan requirement, and regardless 
of the amount of the request."

That is all I need to see. Looks like we are asking for E-Rate for our 
ICN connection this year........
