Eric: Using the .75 amp fan will work just fine, just because it draws less current does not necessary mean it has less air movement, the fans are rated in cfm (cubic feet per minute) air flow movement. the faster they spin the more noise they make. I have made variable speed controls on these case style fans using a fixed and variable resistor across the 12 volt line.be careful on 3 wire fans they have a sense connection to the system board.
