Yes, it would. But if this file is for "public consumption" you need to go to the "least common denominator" - which in this case is XLS. You should not expect the public to adjust to you. You should deliver content to the public in a form that the public can consume.

Came up fine for me - Linux laptop with Open Office. It is an xlsx file. Maybe she doesn't have a program that will read xlsx files. You might want to convert this to xls file instead.
