I would think that CSV would be more common.
 
Actually, I would probably use google docs and make it a public document.

Yes, it would.  But if this file is for "public consumption" you need to 
go to the "least common denominator" - which in this case is XLS.  You 
should not expect the public to adjust to you.  You should deliver 
content to the public in a form that the public can consume.
