Michael,
our Meru system has a option ti enable a "captive portal"  I haven't enabled
it yet but my understanding is that when a device joins the network they are
sent to a webpage that you can show an AUP or something and have the click
to continue.  might want to see if your system can do something different.

we have a guest network that is protected and we give out the password to
anyone who asks who is using the facilities.  the guest network is given
filtered internet access only and blocked from out servers and internal
network.
