That's a tricky question, I guess.
It never used to be, but when we switched to the new server... a short
poll made it sound like a private archive would be more desirable.
With that said, we don't monitor/moderate subscriptions... so anyone can
join the list. According to mail-archive.com, all you have to do is
join a specific address to the list... and it will archive. We have
also seen instances where the mailArchiva folks have added us to their
demo archive. http://mailarchiva.com/ (and it looks like they did it
again).
I can blacklist these specific addresses, if the group feels like I
should do that. But, that sounds a little like blacklisting a proxy
server... another one can just pop up and re-subscribe.
