I think probably not.  Based on the PR, that appears to be entirely in
userland.  And just switching a 9.1 machine - working fine - to a 10.1
kernel, but keeping the same userland, exhibits the performance hit.
This makes me (tentatively!) exonerate anything userland.

I also *think* ctwm is not involved anywhere, but I'm less sure of
that.  I'll keep it in mind.
