I saw this a long time ago on my flatmates PC - and as far as I can remember, it turned out to be a virus interfering with certain windows XP services. Your first step should be to disconnect that machine from the net, use another to get an up-to-date virus checker installer, then transfer it using removable media to the problem machine. Obviously - dont click the "DONT SEND" button until you have installed the antivirus.
