You may be actually using what is known as a "winmodem". These modems are basically gutless port adaptors, and all the real dogwork of the communications protocol is handled in software by windows - they were some horrible cheap thing created for mass produced machines like Time and Tiny, and then eventually found their way into retail parts. Do you have the exact part number and chipset spec of the modem? you may be able to get linux to support it with that.
You are lucky the modem CP has RPM's - this means you may have a good chance of getting it working. Just a thought - but have you googled the names of the RPM's? You may get more joy that way.
