If you're feeling insane, you could try it.  I don't recommend it, though.  
In a file system, you want data to stay around, even when it's not being used 
very much.  Freenet has not been designed for that sort of situation.

If you're looking for an existing protocol that could be modified into a 
distributed file system, I suggest you look into Gopher (really! No joke).
