Freenet 0.7 build 950 is now available. Please upgrade, test, report
bugs. The major change in this build is that backoff is no longer a load
limiting as well as a load balancing mechanism: If all a node's peers
are backed off then it will send requests to backed off peers. We have a
separate load limiting algorithm (AIMD on the senders), and backoff
should be strictly a load balancing mechanism. Backoff as a load
limiting mechanism was probably doing more harm than good, but we will
see. Certainly it was a problem for newbie nodes or true darknet nodes
with small numbers of connections. Anyway, both mechanisms will be
superseded in coming months, but the load limiting rewrite is not ready
yet, and in the meantime this change *should* help to improve the
currently rather poor insert performance.

Please upgrade, this build will become mandatory at 0:00 on Tuesday.
