People are also supposed to be able to trust their immediate peers not
to flood the network. Unfortunately both these attacks have an impact
beyond the attacker's immediate peers. If someone's dropping inserts
then the whole network suffers, and if we give them an incentive to drop
inserts (by giving them an incentive to prioritise requests) then we
could aggravate the problem.
