What about Sybil attacks? An attacker could create 1000 nodes, each of
which would give positive reports about the others to persuade people to
accept connections from the attacker's nodes. The attacker could then
monitor traffic to perform statistical attacks, flood the network, or
just drop messages, in which case the attacker wouldn't even need a
large amount of bandwidth.
