Well with all of the hints about checking fiber I proved today that the fiber between my office and the NOC is working as I had someone hold a flash light at the wall jack and I went in the NOC and turned out the lights. I had no problem finding the loose cable in the dark as it was bright. magnitudes more than what I got out of the switch. So I did the same thing with the patch cable from my switch to the wall and I think that is the problem. Doing the same thing with the flash light you can barely see the light on either of the two cables so I guess the cable is the issue.
Now to get another cable. I know I can't do these myself.
