Looking for a reality check (or something) here.

For those of you who have put out RFPs for structured cabling, how
specific have you been?

For example, in the latest RFP that I wrote up, I included acceptable
manufacturers for cable, wire management, PDUs, racks, etc. I also
included specifications for vendor qualifications in terms of BICSI
certification, project management, and quality assurance. I stated
that installers must be direct employees of the firm bidding -- no
subs or day laborers. I also stated that I wanted an OSHA trained
foreman on site during the installation.

I do not think that my specifications were over the top or in any way
attempting to make it so that a specific vendor got the bid. (This is
key due to gov't contracting regulations.) While I do have some
preferred (in my mind) vendors to use, it's because they do quality
work. There are at least a half dozen vendors in the Metro DC area who
can meet my specified vendor qualifications and while it would be nice
to work with a vendor I've worked with before, my primary goal is to
get my company the best install possible.

I am now in the position of attempting to explain to a non-technical
manager why the specifications that I put in my RFP are important to a
successful project since said specifications got deleted from the RFP
before it got put out to bid.
