The problem here is that the RFP process creates lots of obstacles for that
kind of inquire. You absolutely have to err on being too restrictive because
usually RFPs don't allow room for small jobs/tests. One all is said and
done, the people taking care of moving the RFP process forward have no clue
and will just make sure your check boxes are marked.

I'd say the original list of requirements is very reasonable when dealing
with govt RFPs. Just have to take some time to explain to the big shots what
you know from experience.
