Fair question... Basically looking to set limits and guarantees for
certain app data/endpoints, as well as generally order the priority of
traffic.

It's a pretty broad question. What are you looking to accomplish with
your packet shaping? Equalizing usage on a congested upstream?
Rate-limiting things like streaming video? Caching?
