The only part of an ATM that is truly secured is the vault.  Not where the
electronics are, but it does include the dispensing mechanism.  It is a
typical thick steel box, with a vault door for maintenance.  Typically
bolted to the floor to make swiping the entire machine a bit more
problematic, even though that is done regularly.  Yes the entire cabinet is
typically a good one with a plastic facade and has reasonable locks outside
the vault aspect.
