Be careful with this. Consistency of enforcement is very important
when dealing with users. You can easily step into political issues
of "but, so and so is doing this..." or accusations of favoritism.
I find the only way to do selective enforcement, is to enforce the
policy every time the issue costs you (time/money) or is
specifically brought to your attention. A kind of "don't look,
don't care" enforcement.
