When I do backups, cost per TB is irrelevant. The important factors are:

* Scalable. If the backup exceeds the size of a single disk or tape, robot
automatically continues on the next media. Job gets done, and doesn't sit
there saying "insert next media, press enter to continue"

* Reliable. I don't have any hard data to support tape versus hard disk
reliability after shelf life in a safe deposit box or storage facility. But
tapes are built for that, and hard disks aren't, so I have superstition.

* Fast and removable. Not sure if either media has an advantage here.
