servertech does this:
http://www.servertech.com/products/:search?guided[]=0&power=7&load=%2F&feature=11&outlet=%2F&x=13&y=9

as does a relatively small company that will customize any PDU to your
needs for a reasonable price called Geist. (geistintl.com). They have a
basic template, but will modify a PDU to do anything you want including
per-outlet switching and amp/power usage monitoring.

Servertech has the advantage to having a good network management
structure builtin including radius and tacacs auth as well as SNMP traps
and fully queryable MIB.
