Can't you set the directory permissions below that file so that nobody (other than root) can get there? Then you just have the problem with people that can get there from the root of the volume, which might be a permission your corporate culture says must be open. I'd assume a call to NetApp would fix it. volmodify probably has a secret option. (Remember when there were TONS of secret commands?)
