I've been wondering about that too, although I was never really active on any of the channels. Mindcry is dead, subcult is mostly non-english, freenode and efnet are mostly whiners. I vaguely remember something about silc, but if the unmaintained client is anything to judge by, that's dead now too. I don't mean to intrude, but I am curious where things happen now.
