Okay thanks Roger and Lynne, I've been able to fix the network problem I was having.
I've now been able to apply a static IP address so what was wrong? My Network from the new desktop machine was in "Public Network" mode so I changed this to "Home Network" mode and its made all the difference. The "Change Adapter Settings" in the Sharing centre are now visible as they are on all my other Windows machines.
