If your system is set to Public Network, sharing is automatically disabled. So 
yes; I can understand that. Ours is actually set to "Work Network" and it's 
complaining bitterly if I try to apply a static IP. I'll try changing it to 
Home network, but I'm puzzled as to why Windows is whining about 2 different 
networks. Yes, it is true that our wireless adapter is connected to a different 
network. But that always worked in the past so I can't see why not now. 
However, I'm no expert; and if you know different feel free to correct me.
