Have you or Gordon tried Nicecast?
I guess I'm missing something as I do not do any radio broadcasting but I know with that you can broadcast a radio station with either a local server or with an online service like Shoutcast.

Pro, and they both have some very yummy features which even OTS AV DJ Pro 
Classic doesn't offer. For example, the idea of being able to have multi car 
machines assigned to various shortcuts is one which Gordon finds very 
appealing. The radio network on which Gordon will be working at our local 
hospital and, shortly, the community radio station being set up to cover our 
entire town will be a lot easier for Gordon to work with knowing exactly which 
cart machines should be used on each station, as well as the prospect of being 
able to use our current M4a music collection holds a lot of appeal as well.

Gordon has the option now of which broadcast system to use; but I personally 
think he will be able to use Station Playlist Creator and Studio Pro much more 
effectively.  If any other members have comments on this, whether they use 
either package, we would be most interested to hear them. Especially in the 
case of anybody who has successfully managed to get categories to work with the 
current version of OTS.
