Under windows 7 and earlier, no. Windows needs to boot from the first primary partition on your system. Usually that is an internal drive. There's no way to change that. Possibly you might be able to do it with Windows 8 but not earlier versions. That said, I don't know whether an external boot manager would work in a native environment but I'd be most surprised if it did under Boot Camp because Boot Camp is itself a boot manager.
