Sounds like "Insufficient" horiz drive I encountered in a different set. Check the capacitors going to Horiz Driver Transistor and the bypass capacitor on the B+ end of Horiz Drive Transformer. Check for any coupling base resistors and emitter resistor on Horiz Output Transistor. If they are electrolytics - replace them anyway. Last and not least is a filter on the B+ going to IHVT.
