Found voltage missing on cathode of D406. This is on the unreg 12v line. I replaced the diode and it worked. I'm not sure if there was a bad connection in this area or if the diode was breaking down because most of the time the set worked. It's been a few weeks and I called the customer to confirm the set had been working fine. Thanks to all that assisted me with this. I used the schematic for a Toshiba 19A21..same set, pretty much.
