I have this RCA P46820BLLG2 chassis PTK195D that is dead. The micro U13101 pins 23 & 24 which are the stby data & clock lines are low, about 1.93 & 2.3 Vdc respectively. Removing pins 23 & 24 from the pads the pads come up to 5.0 Vdc, I replaced the micro and it too pulls pins 23 & 24 down. Do not know where to go from here.
