Candidates for each position must have all of the types and durations
listed as follows of mandatory technical experience required for the
position to be eligible for consideration. Non-mandatory technical
requirements are desirable and will be scored based on level of
experience. Technical experience may be concurrent.
MANDATORY Requirements:
NOTE: Candidates who do not meet all of the following mandatory
requirements will not be considered for further evaluation and the
entire proposal will be deemed non-responsive.
a. A minimum of six (6) years experience in performing business
process analysis, business process improvement, and re-engineering.
b. A minimum of six (6) years experience in conducting JAD sessions,
focus groups or individual interviews for requirements elicitation;
determining and documenting business, technical and data requirements;
developing business rules; and developing metadata.
c. A minimum of six (6) years of experience in object-oriented
analysis and design of which a minimum of two (2) years must have been
in UML (Unified Modeling Language) using standard UML techniques such
as use case, activity, sequence, class, and component diagrams.
d. Ability to clearly and correctly communicate in both written and
spoken English.
DESIRABLE Experience:
(Scores will be assigned based on the length of the experience.)
a. Experience in developing test plans and creating and executing
automated test scripts using test management tools and tracking and
addressing defects identified in testing and production.
b. Experience using IBM Rational Requisite Pro (Version 6.0 or
higher).
c. Experience using IBM Rational Software Modeler (Version 6.0 or
higher).
d. Experience in Conceptual Database Modeling (CDM) including use of
data modeling tools.
e. Formal education in business analysis. (list courses and dates, or
associated degree with date).
f. Current International Institute of Business Analysis certification
(Certified Business Analysis Professional). Provide CBAP number and
date of certification.
Duties: analysis and design of reporting, website, and user
interface; transforms legislative, user and Agency requirements into
system and data requirements and analysis artifacts including use
cases; prepares technical and user documentation including business
use cases.
Examples of Business Analyst activities and responsibilities that will
be required of the Contractor in this project include, but not limited
to:
• Conduct Joint Application Design (JAD) sessions, focus groups and
personal interviews to capture business and technical requirements,
including the transformation of user, Agency, and legislative
requirements into system requirements;
• Work with Agency staff to develop, review, and gain approval of
business, data, technical, and quality requirements;
• Develop use cases;
• Develop and/or modify functional and/or design specifications,
technical writing and documentation;
• Assist in the design of web pages and user interfaces.
