Radius cluster solutions abound in the web. LBNAMED was what we used way back 
in the day, before mysql even existed.
Now you can have a maria cluster with a load balanced radius fairly easily
that is what we use, three geographically separated radius servers that 
replicate.
Easy as pie to use a simple nat rule to point to the current active one.
Once a minute script checks radius ping and swaps nat rule if ping fails.
