Very roughly:

—on recent ubuntu—

apt-get install screen openntpd ntpdate mailutils

set /root/.forward to your admin email address
add an administrative (sudo) user

set your network config — this will vary. I'm using private IPs for admin,
and a floating public IP via VRRP.

Next, install mariadb:
https://downloads.mariadb.org/mariadb/repositories/#mirror=
jaleco&distro=Ubuntu&distro_release=xenial--ubuntu_xenial&version=10.1
Adjust the version and release as needed via the web site.

Next, set up galera:
https://mariadb.com/kb/en/mariadb/getting-started-with-
mariadb-galera-cluster/
https://www.digitalocean.com/community/tutorials/how-to-
configure-a-galera-cluster-with-mariadb-10-1-on-ubuntu-16-04-servers

If you use VRRP, you may want nonlocal_bind, which allows you to bind
mariah to an IP address that's not active (when in VRRP backup mode):
https://access.redhat.com/documentation/en-US/Red_Hat_
Enterprise_Linux/7/html/Load_Balancer_Administration/s1-
initial-setup-forwarding-VSA.html

N.B.: If all galera nodes go offline at once, or get rebooted
simultaneously, then the cluster will be unable to bootstrap, and you have
to manually start at least one node using galera_new_cluster:
https://access.redhat.com/documentation/en-US/Red_Hat_
Enterprise_Linux/7/html/Load_Balancer_Administration/s1-
initial-setup-forwarding-VSA.html
Then, use 'systemctl restart mariadb' on other nodes.

After you have a working cluster, verified by step 8 at
https://www.digitalocean.com/community/tutorials/how-to-configure-a-galera-cluster-with-mariadb-10-1-on-ubuntu-16-04-servers
you should be ready to set up freeradius.

LMK if you have questions.
