I sent 2 techs out on Friday with 3 x 8K's, all of them with 983 and 
they got stuck at the morning job with this problem.  They claim that 
they saw signal around 104/102 ans SINR at 21/21 on the screen when they 
first set up and they could get Net so decided to go ahead with the 
install... then an hour later they have the tripod up and wire run and 
they plug it in and nothing (my gawd I still remember and dread that 
feeling from our Moto 900 days - "um ya so we drilled holes in your 
house and stuck this thing on your roof but you ain't got no net so 
umm.... " <:-(    ).

They tried the other 2 @ 8K's and no joy.  They've been doing installs 
for me for about 12 years combined so I don't doubt what they say they saw.

The current 106/111 is because they couldn't get any info on the next 2 
8K's they tried and this is still the third one, so it needs to be 
aligned better on Monday.

I drove out this morning and 'rolled back' the firmware to what it 
shipped with because I had no idea what else to try, and bingo.   I 
didn't try 826 or 832.  I haven't had a chance to try it against any of 
the other eNB's yet.

I run 694 on most of the 8's and knock on wood I (seem to) have fewer 
problems than I read on the list... Upload sucks since about eNB 6.0 (?) 
but we know that and I try to manage that with PCQ bursting on MT until 
Telrad gets that sorted (hopefully soon).
