Two points:

 1) this changes existing behaviour.  How about TT_ACCEPT_CORE?

 2) Some of us actually use that facility.  It's not just a matter of 
    installing the documentation to a place on the hard drive...I also
    use wherever the docs have been installed as a place to install other 
    templates to.  I.e. when I write a module that needs to create
    output with TT I need to stuff those templates somewhere, and I use
    a directory in the module tree.

I could probably do with showing you the module that in turn does that 
shouldn't I?  It's based on ExtUtils::MakeMaker...
