Agreed, but I think Leon's right here.  It shouldn't install extra stuff
by default.

Agreed also.  I imagine that most casual users would want the HTML docs
and standard templates installed.

So the correct Perl thing to do is it not install, but the correct TT
thing to do is to install.  Tricky.

Whatver we do warrants further testing, and hence another developer
release.  But I don't want to delay 2.08 any longer, so I think I'll 
back out Leon's patch to keep the original behaviour for 2.08 and then
we'll more carefully consider the correct behaviour for the next 
developer release.
