Why not distribute Template Toolkit as a tarball + Bundle, rather
than just a tarball?  It would be a little unorthodox, but
(potentially) solve the problem.

Using a Bundle gives the possibility of having several "standard"
Bundles, each of which contains certain plugins, with some
overlap.
