That's what I noted, and IMHO it's not the expected behaviour.

But the solution seems to be non-obvious : recursivly  check mtime of 
PROCESSes/INCLUDEs/PREPROCESSes/WRAPPERs is a difficult problem.

Acknowledge, I will follow your way.

I use TT instead of m4 to generate httpd's conf, now.
