HTML::Entities seems to have it's own criteria for encoding. On our systems we discovered that the Registered Trademark character (an R with a circle around it) doesn't get translated to the ® entity, even though it falls between the range we specifically say to encode. Haven't had time to figure it out yet, but I wonder if this is another character that it ignores?
