I'm not sure if you could try Template::Alloy easily - it is mostly a drop in replacement depending upon how Catalyst lets you plug in your template engines. It would be interesting to see the the problem is the same - in which case there could be something common happening - if not it lies in TT's caching mechanism. Just an idea.
