I didn't word it very well all in my OP, but my basic question was:

Given there is no documentation about the permissions of compiled templates and 
the post about compiled template permissions at 
http://mail.template-toolkit.org/pipermail/templates/2001-November/002183.html, 
is File::Temp the right tool for creating the files that contain the compiled 
templates?

I believe the consensus is that File::Temp is indeed the correct tool.
