Are you setting a custom http header? Are you possibly purging the cookie scope?
Does the assignment have a value? I'm not sure if cookies are set if the value is empty. Other taf's still seem to be writing this cookie. When I use debug, it shows that the cookie variable is being written. I can't find the variable in any browser record When I delete all cookies, and reload Witango_userreference writes to the browser. So something can be written.
