I am surprised that Salesforce is being so strict. Most companies (eg Paypal) are targeting next spring/summer. Looking at this information: https://help.salesforce.com/HTViewSolution?id=000221207#Whendisable it looks like new setups are disabled by default but existing organizations are set for 3/4/2017. If Salesforce can’t accommodate TLS 1.0 in your application and this is a critical issue for you, I can provide a beta installer ASAP.
